As Senior Vice President of Public Policy, Mason Emnett oversees the development and implementation of federal legislative and regulatory strategy for Constellation Energy Corporation, the nation’s largest producer of clean energy. Prior to joining Exelon, he served as Senior FERC Counsel for NextEra Energy, where he provided legal support and strategic advice on federal regulatory matters. Before joining NextEra in 2014, he was Deputy Director of the Office of Energy Policy and Innovation at FERC, leading the development of regulations and rules governing wholesale electric markets and the provision of interstate transmission service. Prior to joining in 2006, he was in private practice with the law firm of Skadden, Arps, Slate, Meagher and Flom LLP.
Before co-founding her current firm, Pamela Quinlan served as a Senior Policy Advisor on Energy Markets and Resource Adequacy to FERC Chairman Phillips and held the position of Chief of Staff at FERC from January 2021 to January 2023. Previously, she was a Technical Advisor to then-Commissioner Glick and began her tenure at FERC in 2015 as a Senior Energy Industry Analyst in the Commission's Office of Energy Market Regulation.
Prior to her time at FERC, Pamela worked in Energy Policy and Regulatory Affairs at Consolidated Edison in New York. She also has experience at Standard & Poor's and started her career developing demand response and energy efficiency programs for CPower Energy Management.
Pamela holds a Master of Science degree in Sustainability Management from Columbia University, where she also completed her undergraduate studies. She resides with her family in Chevy Chase, MD.
Based in Washington, D.C., Ray Fakhoury is an Energy Policy Manager for Amazon Web Services leading policy advocacy that increases access to carbon free energy resources in the East and on Capitol Hill. Prior to joining AWS, Ray worked as a Senior Manager of Legislative and Regulatory Affairs for Pattern Energy, an independent power producer developing utility scale wind, solar, and transmission facilities, and for Advanced Energy United, a national trade organization advocating for clean, secure, affordable energy resources. Ray graduated from the University of California, Santa Barbara with a Bachelor’s degree in Political Science.
